It means you didn’t file either a 2018 or 2019 tax return, or you recently filed and the return has not been fully processed.

I have the same status but I *did* file a 2018 return. I had to pay a slight amount on the 2018 return (and that is fully paid).

 

I am in the process of finishing my 2019 return.

IRS GetMyPayment says we are not eligible for stimulus. 2018 taxes filed, but paid by credit card a year ago. IRS does not have bank routing. And now cannot enter bank routing because eligibility prevented advancing to that point.
