It means there are some Maryland forms that may be available for efiling purposes but are not yet finalized for printing or download.
I just looked, and it appears most Maryland forms will not be available for printing or downloading until the expected date of January 25, although many are available for efiling.
Here's how to look at what Maryland forms are available/unavailable. When you look there, you will see two columns. One column is the status for printing, and the other is the status for efiling.
