What happens to my federal refund on turbo tax if I already have a 7 year payment plan agreement with the irs for previous years?

Even if you have a payment plan with the IRS, they will take your refund and apply it toward the amount of back tax that you owe.   You will not receive your refund if you owe more than the amount of tax owed.
