What if I was a part time employee in 2017, and also did some consulting on the side. Am I self-employed or not?

I really don't know how to file when I have a W-2 as a part time employee, but I also earned some consulting income.

You'll need to file all of your 2017 income on your 2017 return. You'll add your W-2's as well as your consulting income (money you earn as a contractor, consultant, freelancer, or other independent worker is considere self-employment income). Please see this FAQ for how to enter your self-employment income: https://ttlc.intuit.com/replies/4801198
