Question

What if the IRS took my first stimulus payment in 2020 because I owed money but they sent me my second stimulus payment for 2021?

The IRS took my first stimulus payment because I either owed the IRS or child support.  But they didn't take the second stimulus payment.

The IRS was allowed by law to offset your first stimulus payment for child support, And this is what they did.

For the second stimulus, the law stipulates that the IRS cannot offset your payment. This is why they sent you the second stimulus.
