What IRS form should my brother use and where does he report $12,000 cash support income that we send him?

We claim him as a dependent, and this $12,000 is his only income.  He receives the advanced premium tax credit for the ACA.  Thanks for your help.

This support is considered as a gift to your brother. Gifts received are not taxable and he does not need to report it on his tax return.

He receives the advance premium tax credit and should receive a form 1095-A. He needs to file a tax return to report this form 1095-A.
