If you are supposed to be getting a refund from NJ for yoru 2022 NJ taxes...

..........and if you click on YES to that, or enter $$ to credit to 2023.

 

That means that you are letting NJ keep your 2022 refund as a pre-payment against your eventual 2023 NJ income taxes, instead of refunding those $$ to you now.
