what is repayment of claim of right

I saw this question pops up when I prepare for my state return. Have no idea how to answer the question. In what situation can I claim this? I had an excess 401k in 2021 . Is that why I am seeing this screen/question? I don't recall that I saw this question in previous years.

No, this applies if you received Unemployment or Social Security and had to repay all or part of it, for example. 

 

It doesn't apply to Excess 401K, which is actually a deduction for you.  Since you took too much deduction, you had to claim the excess deduction returned as income.
