Thar is your tax after all deductions have been applied.  It is line 12b on the 1040 form.

Tax liability means how much tax you owe for the income you had that year. 

It is listed on your 1040 Line 12b 

After your tax liability is figured, credits might be available to reduce your tax liability and perhaps add a refund.
