I made $7000 for the year, can I file for taxes ?
what do you mean "file for taxes?" Did you have withholding? You may get that back if you file.
You can always file a return even if you don't have to. In fact it is a good idea because filing a return starts the 3-year statute of limitations running. After 3 years the IRS cannot assess tax even if you made a mistake and owe tax. (Sometimes that is 6 years and for fraud there is no time limit.)
However if you don't file, the statue never starts to run. Furthermore if the IRS asks you why you didn't file, even 50 years later, the burden to prove you didn't need to file is on you, which is IMHO impossible to meet.
