Question

What should I do if my W2 doesn't include a locality for local taxes? I tried leaving it blank as it is on my forms, but I can't move on with filing my return without it.

The website even says it's ok to leave this field blank so why can't I?

I do have something in box 19, but the W2 I received from work has the locality blocked out. All it says is this -- "**********"

Then ask the employer. If you have information in boxes 18 and 19, you need something for box 20. You need the name of the town, city, etc. that local tax was withheld for.
