Does the bundle include e-file for both state and federal?

No, you should not need to upgrade.

If you have any foreign accounts for more than $10,000 but less than $50,000, TurboTax should not upgrade you from the Free edition. There must be other reasons why you are upgraded from the Free edition. Click here for more information: Deluxe edition
