Try this as a workaround.

 

In the Desktop version

 

In the top right-hand corner across from the Federal Refund and Maryland Refund tabs there are three titled tabs, 

  • Forms,
  • Flags
  • Notifications.
  1. From there click "FORMS"
  2. pull up the form (8582) 
  3. If you have "0" typed on the form or any other dollar amount, you need to right-click mouse and choose override
  4. and then use your delete key to remove the amount. 

 

After this was done, it solved the problem and let me file my MD state taxes

 

An alternative for the online version is

 

Go to the state and deleted it.   If the credits they ask about don’t apply to you keep going. Once you complete it, you may not get any additional questions about the 8582.
