When I complete the final review, I keep getting an error that "Form 2210AI: Line 1-b must be entered". However, I have no underpayment for any year....

If you go back in your return to the Other Tax Situations tab along the top, you will come to a screen showing other things to do in your return. One of them will say Underpayment of Estimated Tax.

Go though this interview to answer the questions and possibly do away with the need for Form 2210. This form is often generated because you did not complete the interview. Answering the questions removes the need for the form.
