Question

When I file my 2019 taxes this coming year, can I use my return to pay off what I owe from last year? I got a new job and should have a large return coming.

No you cannot designate a tax refund for payment of prior year taxes owed on a tax return.

The IRS knows that you have back taxes owed and will seize any tax refund to satisfy the tax debt.  Any remainder after payment of the debt to include penalties and interest will be sent to you by the IRS.
