Question

When i try and efile it is saying I have already filed but this is my first time filing my 2019 taxes

If you used the non filer part of the IRS or TurboTax portal where you could register for the stimulus payment, you actually filed a 2019 tax return with 0 income. The non filer portal was only for use by persons who do not file tax returns. If that is what you did, you will now have to print and mail your tax return to get it accepted.
