When I went to create PDF for my accountant it ask me to pay. If I pay can I file at another time? I want him to review it before I file. Can I make changes if necessary.

Yes, you can preview and print your return before you e-file. And you can make changes if necessary. You may be asked to register or pay first, but this does not mean your tax return was filed. You will still be able to update or make changes before going through the filing process at another time. Please see this TurboTax FAQ for more info:
