When will the tax forms be finalized. I payed up front for my taxes and it won’t let me sign and file because some of the forms aren’t finalized

It depends what form you need for your tax return. The following will have a list of forms and when they will be available to file. The IRS is not even accepting returns for 2020 until Feb 12th (subject to change), if you file now it would just sit on TurboTax servers until the IRS opens their e-file system. You would not be able to get it back or make changes while it is pending.
