There are two parts to the Railroad Benefits Statement 1099. 

One gets reported on line 20 of your 1040. 

To enter that, go to Social Security (SSA-1099, RRB-1099) under your 2016 Income Summary. 

The other part of your RRB 1099 goes into your pension income.  That gets reported on line 16a of your Form 1040. 

To enter that, go to Retirement Plans>IRA, 401(k), Pension Plans (1099-R).  Make sure you check RRB-1099-R, Railroad Retirement Board annuities or pensions for the correct treatment.
