You can issue W2s and 1099s in TurboTax Quick Employer Forms if you have purchased certain TurboTax products.

To have unlimited access to TurboTax Quick Employer Forms, you must be using 2019 TurboTax Business or 2019 TurboTax Home & Business, or TurboTax Self Employed Online.

You can follow the link on the first page of any of these products after you load the software or sign in. If you are signed into the product you will get right into Quick Employer Forms.
