You have to enter it in the federal section of TurboTax. In the Search box type "state tax payments" (without the quotes). Then click the link that says "Jump to state tax payments." This will take you to the "Estimates and Other Income Taxes Paid" screen. On that screen, scroll down to the section "2019 Refund Applied to 2020" and click the Start button for "2019 refund applied to 2020 state taxes."
