Where do you enter the Economic Impact Payment 3 amount?

In the Search box type "stimulus" (without the quotes). Then click the link that says "Jump to stimulus."

The 3rd stimulus payment question is in the Federal Review section of the program after you have completed all your entries for the federal tax return.

If your Adjusted Gross income (AGI) is above the top of the phase-out range for your filing status, you are not eligible for the Recovery Rebate Credit. In that case you will not be able to get to the question about the stimulus payment, because it doesn't matter how much you received. The AGI cutoff is $80,000 for single or married filing separately, $120,000 for head of household, and $160,000 for married filing jointly or qualifying widow(er).
