Where is my second payment if nothing changed. And why do I get nobody to answer the question but instead hang up

First, check the IRS website to make sure you are eligible, and find out if a payment has been issued yet. They have until January 15 issue issue the payment and they may not have caught up to you yet. If the IRS website says that a payment was already issued, see the answer below.

If you used refund transfer to pay your TurboTax fees from your refund, then your refund was first sent to SBTPG bank.  The IRS knows which taxpayers used SBTPG and is not supposed to send refunds to those closed accounts by direct deposit. They are supposed to mail a check or debit card.  During round 1 of the stimulus payments, if the IRS sent a payment to SBTPG, SBTPG would try and forward it to the taxpayer’s regular account, even though that was a violation of banking security laws. However, for round 2, SBTPG is refusing to process any payments and is bouncing the deposits back to the IRS.
