Which was I supposed to file for unemployment 1099 or 1040?

also never got my second stimilus money how do I let the irs know that from a 1099?

You will receive a 1099-G from the state unemployment office.  You will fie a 1040 and report the income.  You will be able to indicate in TurboTax that you did not receive the second stimulus (you just need to answer a few questions in TurboTax)- there is no form 1099 but the IRS will have the records and send it as a refund.
