Why am I being billed $40 to pay out of my refund when the refund is too small to pay out of it? How can I get rid of the $40 pay out of my refund option?

It won't give you the option to pay the fees out of your federal refund if Its not big enough to cover the fees plus the Extra $40 Refund Processing Service charge (45 in California). Are you looking at the net of federal and state?
