Why am I being charged for "Pay with your refund" when I'm not getting a refund - I owe both federal and state?

I used Turbo Tax Deluxe - $60 w/ Max Benefits - $50 & State - $50.
Why am I being charged $40 for the Pay with your refund when I owe both federal and state.

Pay with your refund is an optional way to pay your fees so you had to select it. I'm surprised TurboTax would allow it to be selected since you are not getting a refund. You must go back to the payment section and choose a way to pay your fees before you can file your tax returns.
