Question

Why am I being penalized for my daughter's lack of healthcare when my exhusband is responsible for it? Court ordered but he lapsed coverage. Why am I fined?

The law states that the requirement for providing health care falls on the person who claims the dependent on their return.  

Therefore, if he does not provide the required health care per your settlement, you must pay the penalty - or alternatively, you can choose not to claim the dependent, or to purchase health coverage for your daughter.
