Why am I getting panelized when I enter that I received a stimulus payment.

You are not getting penalized. TurboTax automatically calculates what you should have received in stimulus payments based on your income tax return.

If you did not receive a stimulus payment, you will receive it in the form of a Recovery Rebate Credit. If you received your stimulus payment, TurboTax removes it from your income tax return. This is why you see the reduction in the amount of your refund.
