Why are qualified dividends on form 1099-div box 1b entered on form 1040 line 3b

That's the way the IRS wants it...

BUT

.....the sub-part that were also qualified (for special tax treatment) are listed in 3a.  And thus, the tax calculations know that the 3a amounts will be handled separately.  

 

Line 3b is the full total, and does add into the full AGI, even the "qualified" amount..

qualified dividends should be on 3a. 3b is the total of all taxable dividends.
