Why are there 2 different "transmitted" dates for my federal return on my Turbo Tax home page?

The first date is probably when you actually transmitted your return to TurboTax.  The return might not have been transmitted to the IRS later.   It depends on when the IRS and your state pull the returns from Turbo Tax.
