Why can't I claim the insurance premiums I pay out of pocket pre tax as my medical expenses,even though I am insured under the healthcare.gov site?

The terms "Pre Tax"  and  "Out of Pocket" contradict themselves.    If you have marketplace insurance (healthcare.gov) you are paying out of pocket, not pre-tax.

Once you enter your 1095A form (the insurance document you received from healthcare.gov) into the software, the program will automatically put the deductible portion into Schedule A as medical expenses.
