Why can't i email when w-2 amount box 1 is Zero; but, 12a is DD followed by amount?

Why can't i email when w-2 amount box 1 is Zero; but, 12a is DD followed by amount? TurboTax is telling me to mail return. WHY?

The amount in box 1 is the taxable amount. 12a code DD is the cost of your health insurance.

If you have two W2s then this one is just an addition to the other and you should enter it as an extra box 12 code with the other W2.

If this is a stand alone W2 just reporting code DD in box 12a then leave it off of your return.
