Why can’t I opt out of information sharing, when the form says “you are not required to complete this form”?

When I try to start my 2022 taxes, TurboTax forces me to sign two information sharing agreements. The text of both agreements includes “You are not required to complete this form to engage our tax return preparation services. If we obtain your signature on this form by conditioning our tax return preparation services on your consent, your consent will not be valid.” I called support to ask how to use the tax return preparation service without signing these, and was told signing is required. Why does the agreement say this if it’s not true? Is there a legal compliance issue here?
