If you're referring to your federal refund, only the IRS knows. Generally, you'll get a letter from the IRS explaining why part of your refund was either put on hold or if it was taken to pay for a government debt (refund offset). The letter will have contact information if you need further explanation.

  • refund offset is when an IRS refund is reduced or intercepted to pay off delinquent debt, such as past-due child support, outstanding student loans, or unpaid state income tax. 

The IRS telephone number is 1-800-829-1040. Expect long phone wait times since it is tax season.
