Why did i pay 40$ to turbotax so i would recieve my state return with mu federal return but it didnt happen that way

Your extra $40 fee was likely the service fee incurred by choosing to pay the TurboTax fees out of the Federal refund.  ($45 for California filers.)

 

There's no way to arrange for Federal and state refunds to come at the same time. 

The Federal refund and state refund come separately from 2 different tax agencies, each doing their own thing.   And there are over 40 state tax agencies.    Some states are fairly quick with refunds, while other states take a long time--even several weeks.     And a Federal refund can be delayed for a number of reasons.  Even if they were to arrive by an odd coincidence on the same day, it would still be 2 deposits.   There's a screen you may have seen in Online TurboTax that suggests filing them together to save time.  It doesn't mean the refunds will come at the same time. 

 

It sounds like you chose to pay your fees out of the Federal refund and were charged the $40 service fee for that payment option.
