Why did TurboTax not tell the customer all the fees before submitting return? Why would TurboTax say you can skip the State filing but force you to file to continue?

You are not forced to submit the state return.  However, if you've started one,  and choose to file only the Federal return, it will still ask you to pay for both the Federal and state returns, unless you delete the state return.  Even if you pay for the state return, it's not forced to be filed.

 

Are you in Florida by any chance?   There is a known situation that can happen with a FL return where some people pay for it when they didn't really need it.   If it is FL, we can you more about that and what to do.

 

When going through the FILE section, you should have encountered a "Review Your Order" screen showing the fees before choosing a payment option.
