Why didn't turbo tax complete a 8962 for me and send it in?

For what tax year?  If you are referring to 2019, the Form 8962, Premium Tax Credit can only be created and populated after you have entered the 2019 Form 1095-A that you received from the state Marketplace for health insurance.

 

You will have to amend the 2019 tax return and enter the Form 1095-A.

To enter your Form 1095-A -

  • Click on Federal Taxes (Personal using Home and Business)
  • Click on Deductions and Credits
  • Click on I'll choose what I work on (if shown)
  • Scroll down to Medical
  • On Affordable Care Act (Form 1095-A), click the start or update button

Or enter 1095-a in the Search box located in the upper right of the program screen. Click on Jump to 1095-a

 

Send the following to the IRS address or fax number found in your IRS letter:

  • Form 8962, Premium Tax Credit
  • Copy of your Form 1095-A, Health Insurance Marketplace Statement
  • A copy of the IRS letter that you received.
  • Only if the refund or owed amount has changed: also include page 2 of your 1040
