Why didn't Turbo Tax file my 2019 state taxes when they were paid to do it. It also shows where we owed state taxes and it was supposed to be taken out and was not?

Not sure what you did --- are you asking about your 2019 return?   Paying your fees did not file the state return.   If it was rejected and you did not take steps to fix it and re-file then it was never filed. 

 

When you e-file your federal return you will receive two emails from TurboTax.  The first one will say that your return was submitted.  The second email will tell you if your federal return was accepted or rejected.  If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.

 

 

At this point if it was not filed you need to print, sign and mail it.  It is too late to e-file a 2019 return.   As for paying state tax due--only your own bank/credit card records would show proof that you paid.  A state tax due can never be deducted from a federal refund.

 

You must pay your state tax due using the state’s preferred method of receiving payment.  For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.

Federal and state returns must be in separate envelopes and they are mailed to different addresses.  Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
