Why didnt my form 8379 get sent with my refund?

I submitted my taxes a week ago.

I got a reduced refund because my return went to my husbands past debt, which the form 8379 should have protected that.

I looked through my PDF file of my taxes, and the form was never sent with my taxes.

What is going on?

    The form may not have been generated with the return when it was prepared depending on how it was completed.  Please follow the steps in the Help Article to file this with the IRS.
