Why do I have to wait for forms to be available to efile my state return?

For 2 reasons: Turbotax will not efile forms that are not ready, and a state will not process any forms that say "Do not file; form not final."
Go through the REVIEW tab, and it should tell you what forms you are waiting on.
What state is it? You can look in this table to see when forms are due to be available:
