Why does entering 999-99-9999 into the SS box for an alimony payment made to someone who does not have an SS number not work?

This is what my CPA entered in the same box last year and it was accepted by IRS

The amount needs to be reported by the recipient as income as well as the payor as an adjustment to income. 

 

The Social Security or Taxpayer Identification number are used by the IRS to ensure that both parties are reporting the income and adjustment accordingly.

 

You may need to request that the recipient either obtain and Taxpayer identification number, or you may need to withhold 30% of the payment for taxes.
