Why does it continue to say Needs Review after the self-employment income section even after I have reviewed it?

You may not have all the questions in the section, specifically perhaps the QBI questions on the last few screens. To clear the review, you need to go back to your self-employment income section and click Edit for each line item of income and expense (including assets if you have them) and Continue from the Summary screen. This should take you through the QBI questions where you can make certain you answered each question.
