Why does it say "ready to mail" on my state returns. I havent received them yet. Did I do something wrong

"Ready to mail" means you did not e-file them.  And if you did not print, sign and mail them---they have not been filed. TurboTax does not mail them for you.   For some reason---either you did not try to e-file them when you filed your federal, or they were rejected and you did not notice---they were not e-filed.  You can try to e-file them again, but if they are rejected then print and mail them.
