Why does my state of Wisconsin say that S-corp forms are FINAL but turbotax says they wont be available until Feb 15??

Do you have any of these problems?? I just paid for my Wisconsin S-Corp return and it not only made me download 2018 Wisconsin S-corp (ok I understand that) but also something called Wisconsin Corp/Scorp 2018 multi year download. So my total bill was over 100 dollars while turbotax business says my state return will be 49.99. And although my software says the Wisconsin state return software is loaded and update (If I try to do updates) when I click on the state return button it takes me to the purchase page that says I already purchased my Wisconsin software. How stupid is this?? Now the forms availability site says the print version wont be available until March 1?? I need the print version so my CPA can review my work before I e-file. Why is Wisconsin such a problem when I see other states were available weeks ago??
