why does Portland tax due show the same as Oregon tax due?

I am (for the first and probably last time) trying to use the feature of paying the Portland Arts Tax from TurboTax along with my federal and state. My state tax due is a bit over $3000. The pdf file of the return for the Arts tax shows correctly that I owed $35, but TurboTax on its "congrats! Taxes done" screen shows the city of Portland accepted my return, and I will be paying them more than $3000 (for what should be the $35 arts tax)

    The PDF file is sent in separately to the City of Portland as instructed on the form.  It isn't reported on your Oregon state return. The $3000 amount that is mentioned is what is owed on the Oregon State tax return. It does not include Portland Arts Tax because that has to be sent in separately from the State tax return.
