Why does turbo tax say you can file for free with a 1099R and then try to force you to buy the product stating the IRS requires you to use 1040?

The 1099-R is included in the Free Edition, as well as Form 1040. The Form 1040 is your actual tax return that is filed with the IRS. Is it possible that you have other transactions that are requiring an upgrade in the software? The available forms by product is listed in the link below:
