Why does TurboTax hold up tax returns on there end prior to sending them to the IRS?

Not sure what you are talking about.  When you e-file your tax return, it is either accepted or rejected by the IRS--not TurboTax.  If there is a lag in how long it takes for your return to be accepted--the IRS took that long.
