Why doesn't Turbotax fill in the federal refund on line 27 of Iowa 1040 even though I entered it?

Turbotax had me input my 2019 federal return data, but it did not fill in line 27 of the Iowa 1040.  Another tax program made this same mistake last year and I got penalized.
