Why if I bought turbotax at Costco does it always ask me to purchase it when I go online?

Purchase what?

If you bought the TurboTax software from Costco, you install the software on your personal computer, start a new tax return using the installed software, then complete and file the 2019 tax return using the TurboTax program on the computer.
