Why in 2018 shows a credit under deduction entitled state and local taxes greater than $10,000?

It's not an actual credit.  It's there to show the new $10,000 limitation on deducting state and local income or sales taxes and real estate or personal property taxes.  So, if you had $8,000 in state and local income taxes paid and $5,000 in property taxes - it will show $13,000 in deductions but then a ($3,000) to show the limitation being applied.
